An Art Deco bakelite domino brooch 

This is a modern-made, Art Deco style brooch incorporating an old Bakelite domino and two contrasting, black and blue Bakelite discs at each end. It is secured by a pin and rollover clasp on the back.

Bakelite has become a generic description for items made of early plastics and phenolic resins, like Lucite, Catalin, Galalith, Bakelite. This hasn't been tested to determine which type it is.
