This is a rare, 1980s design by Swineside Ceramics. It's the stylised head of a punk rocker with a brushed-forward, dyed yellow Mohican hairstyle.
It's a high quality, hand-painted piece. The hairstyle incorporates the spout, lid and handle and it was intended to be a functional teapot. This has never been used as a teapot, hence its good condition.
Swineside Ceramics (now Ceramic Inspirations), are known for their imaginative teapot designs, including this one from the early 1980s which is inspired by the punk music scene of the late 1970s.
On the base is the maker's mark:
