This is an earthenware candle holder made by Rudi Stahl, a successful potter working from Höhr-Grenzhausen in Westerwalh, Germany during the 20th century.
He's made it in a very classic style with a looped handle, wax pouring spout and a lovely, distressed blue beneath the glaze.
Who made it and when?
It was made by the German potter Rudi Stahl, born in 1918 and working throughout the 20th century. He signed the base, which reads:
